The answer to China’s and other developing country’s with large populations is to continue to pursue policies that will induce negative population growth while at the same time cleaning up its highest polluting industries and assuring that new development is limited to clean industries and the latest in pollution control devices. China may need to develop but it also needs to reduce its population drastically and adopt a green approach to new industries. China, in spite of its claims of abject poverty, is one of the richest nations on earth and enjoys a very favorable balance of trade. It could do more for his poulation by dipping into its financial reserves and reducing the size of its armed forces.
