I feel for you. When I was married, my wife was an energy waster, too. I managed to get her to cut way back, but she still left lights on, blow dried her hair, etc. With teenagers, you can incentivize them by offering to pay them for the kWh they save each month. Either pay the utility, or pay the kids for the energy saved. This works pretty well in most homes.
If money doesn’t work, try shaming them. I get pretty tough on people who waste energy. I tell them that thousands of Americans die every year from the pollution from coal plants. If you are wasting that energy, you are then causing harm to others for no reason. This effects conscious people. Those who don’t care that their actions cause harm to others are pretty despicable humans.
